Attached is a spreadsheet that identifies an approximation of the current net plant investment, by state, in the MISO footprint by state.  Don Neumeyer of the PSCW staff did these calculations to inform the CARP discussions on embedded costs in any future or revised cost allocation methodology. 

The figures here were derived by using Attachment O figures for TOs in the Midwest ISO.  The Attachment O figures were then divided by state using a rough approximation of the percentage of total load served by TOs in the states where they have facilities.  Those percentages are identified in this spreadsheet – for example ATC has facilities in both Wisconsin and Michigan with 95% of their load in WI and 5% in MI, so their net plant is divided in this way.  The total percentage of net plant in each state is identified on the bottom.  (NOTE: CWIP was not included in these calculations – there are three TOs that have identified CWIP in Attachment O, but those amounts are not included here as they are not yet “embedded costs.”)
